Paraguay is moving forward with the National Useful Energy Balance (BEU) project in the residential sector phase. It is estimated that around 1,100 households nationwide will be surveyed.
Asunción, 26 August 2022. The National Institute of Statistics (INE) of Paraguay continues with the technical support in the preparations for the execution of the survey aimed at the residential sector to carry out the National Useful Energy Balance for the year 2021 (BEU 2021), which is executed by the Latin American Energy Organisation (OLADE), through the Vice-Ministry of Mines and Energy of the Ministry of Public Works and Communications (VMME-MOPC) of Paraguay.
As part of the inter-institutional work, the selection of the Primary Sampling Units (PSUs) to be visited was carried out, as well as the preparation of the cartography in digital format to support the work of the surveyors.
The Useful Energy Balance is the tool that provides information on consumption by subsectors, uses and technologies, providing more detailed knowledge on energy needs and the efficiency with which the available energy is consumed. This is a fundamental tool for the design of public policies and the planning of the energy sector, as well as an input element for the purposes of carrying out prospective energy studies.
Both studies will serve as material for the management of the country's National Energy Policy, measures and plans in the field of energy efficiency and sustainable development for the sector. In parallel, the implementation of the BEU is part of the activities carried out by the VMME-MOPC in the development and modernisation of the Energy Subsystem of the National Statistical System (SISEN).
Paraguay was selected together with Ecuador and Panama for the implementation of the BEU Project, which is financed by the European Union in the framework of the EUROCLIMA+ Programme under the coordination and technical assistance of Olade, accompanied by the Bariloche Foundation (FB) in coordination with the Spanish Agency for Development Cooperation (AECID) and the French Development Agency (AFD).
As part of the progress of the project, on Friday 19 August 2022, the technical team made up of survey supervisors and interviewers from Paraguay received training on the content of the residential survey forms. This training is given in two workshops: the first one for supervisors and the second one for interviewers, the latter will take place on 26 August.
About the BEU project
The objective of the project is to strengthen the technical capacity of the institutions in charge of energy planning, in the management of information on efficient energy use for the development and monitoring of energy efficiency policies and plans.
The Useful Energy Balance will be a key tool for proper planning, as well as having a mechanism for monitoring and evaluation of implemented energy efficiency measures.

About the Energy Efficiency sector
The objective of this sector is to contribute to climate change mitigation and adaptation through the implementation of energy efficiency measures, in line with the Nationally Determined Contributions (NDCs) assumed by countries under the Paris Agreement. The actions financed under this sector aim to support countries in their efforts to mitigate and adapt to climate change in the energy sector. Projects are aimed at identifying and financing initiatives that help strengthen capacities, institutions, public policy regulatory frameworks and monitoring systems that promote energy efficiency.
