The importance of public policies for managing risk among smallholders

This document analyses Brazil’s main risk management instruments: the Agricultural Activity Guarantee Programme (Proagro) and the Rural Insurance Premium Subsidy Programme (PSR). The objective of analysis is to demonstrate the structure of the two programmes and describe main differences, strengths, and weaknesses. The study is based on interviews with specialists from the market, financial institutions, government, and rural producer representatives. Secondary data on the programmes are also used. The results are expressed in four complementary pillars, with proposed measures for their implementation.

Challenges and opportunities for policy makers and development practitioners on how to bridge the climate finance gap
NbS have played a central role in the discussions at the Conferences of the Parties (COPs) in recent years, especially at the COP 26 in Glasgow, Scotland. Despite the fact that NbS are widely recognized as effective measures to address the challenges associated with climate change, there are still some challenges to their implementation.
The participation of indigenous peoples in climate action is widely recognised as a crucial element in formulating inclusive and effective policies. This is not only because indigenous peoples receive relatively greater impacts resulting from the effects of climate change and biodiversity loss, but also because they possess traditional knowledge, technologies and practices for climate change mitigation and adaptation.
Este documento presenta una propuesta transversal en políticas públicas de Cambio Climático, centrada en la Acción por el Empoderamiento Climático como respuesta a su abordaje. Realiza un análisis de los elementos que componen ACE, destacando qué capacidades se deben impulsar desde la educación, la participación ciudadana, el acceso a la información, la formación, la sensibilización y la cooperación internacional para impulsar la mitigación y la adaptación al Cambio Climático. El documento refleja qué competencias climáticas empoderan a la sociedad civil para afrontar los retos climáticos.
