Second Dialogue among Peers: enhancing the implementation of NDCs in Latin America

This initiative is a partnership for strategic skills development and regional exchange for decision-makers in Latin American countries that aims to provide a space for reflection, exchange and

mutual learning, in order to promote NDC implementation and increase ambition in the region.

Santiago de Chile, November 4, 2020. In the current context of the pandemic, Latin American governments are taking urgent measures to overcome the health crisis and its associated impacts. Along with this, many are also reviewing their NDCs under the Paris Agreement as well as their commitment to update them during this year. There is therefore an unprecedented opportunity to accelerate the transition to green and resilient economies that can keep global temperatures below 1.5°C, while advancing the goal of more equitable and inclusive societies.

Thus, under the framework of the joint regional event "Climate action in times of crisis: Enhancing a sustainable post-COVID-19 recovery in Latin America and the Caribbean", the Dialogue among Peers initiative will hold its 2nd Dialogue among Peers  through three virtual meetings, with the aim of providing a space for dialogue, experience exchanges, and identification of outstanding cases and best practices with potential for replication, to raise the scope and ambition of NDCs in a context of green recovery, expanding the possibilities for inter-learning and obtaining support from international cooperation. These virtual meetings aim to interactively simulate a "marketplace" where participants can identify needs ("demand") and opportunities ("supply") to strengthen climate action in Latin America with options to contribute to sustainable recovery.  

Dialogue among Peers to strengthen the implementation of NDCs in Latin America is an initiative of the EUROCLIMA+ Programme, developed in a strategic alliance between the German Society for International Cooperation (GIZ), and the Economic Commission for Latin America and the Caribbean (ECLAC), with the collaboration of the AVINA Foundation. This initiative aims to promote the strategic development of competencies and facilitate regional exchange in order to provide decision-makers in Latin American countries with a space for: (i) methodological reflection on the assignment and review of NDCs, (ii) the exchange of experiences and methodologies, and (iii) taking advantage of opportunities for mutual learning that will help to promote the implementation of NDCs and their greater ambition in the next cycles for renewal.

During the virtual meetings of the Second Dialogue among Peers, three of the five dimensions of the countries' actions (regarding the implementation of their NDCs) that are particularly relevant to ensure progress in their climate action will be addressed: Sectoral and Territorial articulation, Social articulation and Financial articulation.

These dialogues are held in a closed manner, by direct invitation to the National Focal Points of the EUROCLIMA+ Programme.
