EUROCLIMA+ is a regional cooperation programme that promotes environmentally sustainable and climate change resilient development in 18 Latin American countries, particularly for the benefit of the most vulnerable populations.

EUROCLIMA was succeeded by the new EUROCLIMA+ flagship programme, which focuses on supporting countries in the implementation of the commitments made under the Paris Agreement.

With more resources, EUROCLIMA+ offers a wide range of specialised services oriented to climate governance and financing and technical assistance for the execution of projects with Latin American countries in: forests, biodiversity and ecosystems; disaster risk management and reduction; urban mobility; resilient food production; water management with an urban resilience perspective; and renewable energy and energy efficiency.

The programme mainly supports climate actions that can be expanded throughout the region. In addition, it provides specific attention to mobilising climate funds and accessing international sources of climate finance. It also promotes South-South cooperation through multi-country and regional initiatives.

The Declaration of Lima, agreed to at the V EU-LAC Summit (Peru, May 2008) established EUROCLIMA as a joint programme between the European Union and Latin America focused on climate change. It is in this context that on December 18, 2009, the European Commission approved the EUROCLIMA regional cooperation programme. Its launch took place in the city of San José, Costa Rica in April 2010, for a first phase until the beginning of 2013.

The Declaration of Santiago, a result of the EU-ECLAC Summit (Chile, January 2013), reiterated the importance of actions to confront climate change.

The EU-ECLAC Action Plan 2013-2015 indicated the need to continue experience and information exchanges between the countries and between both regions through the EUROCLIMA Programme. Thus, the Programme was extended until 2017.

Based on the many achievements made during the two phases of EUROCLIMA (2010-2013 and 2014-2017) and the major environmental challenges that are still present in Latin America, the countries of the region and the European Union decided to join efforts through a new regional cooperation, implementing a broader programme: EUROCLIMA+.

In this way, the EUROCLIMA+ programme comes as a continuation and extension of the initial programme, with a current budget of 88 million euros.

The EUROCLIMA+ programme intervenes in the following thematic areas:

• Climate governance
• Forests, biodiversity and ecosystems
• Renewable energy and energy efficiency
• Water management in the context of urban resilience
• Disaster risk management and reduction: droughts and floods
• Urban mobility
• Resilient food production

The choice of sectors and activities for EUROCLIMA+ is based on demand. In 2016, meetings were held with participants from the 18 Latin American countries as well as international and regional organisations, during which decisions were made on detailed objectives and areas of cooperation within each theme.

The EUROCLIMA+ Programme received an initial allocation of 40 million euros (approved in January 2016) and a second allocation of 40 million euros (approved in January 2017); other allocations for the next few years are planned.

Most of the Programme will be executed through agencies selected based on their background in the execution of projects in the region and in the field of climate change and the environment: Spanish Agency for International Development Cooperation (AECID), the< French Development Agency (AFD), Economic Commission for Latin America (ECLAC), Expertise France, International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), German Society for International Cooperation (GIZ) and UN Environment.

The EUROCLIMA+ programme is implemented in 18 Latin American countries with the support of the National Focal Points, officials that each of the governments of these nations have designated in order to ensure synergies and complementarities with the Programme and even with other initiatives. The Focal Points promote the application of the products generated under the EUROCLIMA+ framework in political decision-making at national and regional levels, and they promote the appropriation of the outcomes achieved.

Depending on each call for proposals, potential applicants could be governments and national authorities, national institutions (including companies in the sector) and other local institutions of the 18 Latin American countries participating in the Programme. They can also be regional and international organisations and networks, NGOs, scientific and academic institutions, universities and national and regional research organisations.
