Session 2: EUROCLIMA+ 2020 Annual Meeting

Identifying country needs to stimulate a green recovery within the framework of the Programme's lines of action will be the main objective of Session 2 of the Annual Meeting

October 2, 2020. Brussels, Belgium. "A 100% virtual meeting where you will be able to listen and exchange experiences among delegates from the 18 partner countries of the Programme. In this session 2 we will focus on the lines of action, and on the country dialogues that EUROCLIMA+ has been promoting," said Felice Zaccheo, Head of Unit, Directorate General for International Cooperation and Development of the European Union.

The main purpose of the Programme's Annual Meeting is to analyse how EUROCLIMA+ can support a truly green recovery, in line with the priorities identified by the representatives of the governments of the Programme's partner countries and taking into account the new generation recovery package being developed by the European Union.

Due to the virtual mode, 4 sessions have been planned and structured as follows:

  1. The first two sessions (October 20 and November 3) will focus on identifying the lessons learned from some of the most significant sectoral projects and flagship actions for green recovery. This will help to clarify the "what" approach of the programme in the context of the new challenges and opportunities, with a view toward projecting it into the future.
  2. The third session (November 24) will focus on analysing and identifying solutions for adapting the method ("how") of implementing the Programme to the new challenges and its complementarity with other green recovery initiatives being promoted in the region by the European Union, the agencies participating in the Programme and the partner countries.
  3. The final session (December 10) will allow decisions to be made regarding the future of the Programme, both in terms of consolidating current initiatives and continuing EUROCLIMA+ beyond existing commitments.

During the second session to be held on November 3, an attempt will be made to identify the needs of the countries for promoting green recovery under the framework of the programme's lines of action and to collect information on possible areas for intervention under those lines of action.

The session will begin with presentations on the joint promotion of green recovery in the region. After this opening, the plenary will be divided into 6 working groups (six rooms). In these rooms or working groups, presentations will be made that will serve as inspiration for in-depth discussions on green recovery, as well as the gaps in achieving it. Afterwards, and based on the above, work will be done to identify possible areas for intervention and sectoral and intersectoral cooperation for the future of the Programme. The working groups will be as follows:

Group 1. Plans and policies

Group 2. Climate Financing

Group 3. Transparency

Group 4. Inter-institutional Coordination

Group 5. Action for empowerment

Group 6. Gender and vulnerable groups

Each Latin American government has designated various specialists to participate in this virtual meeting. Experts and technical teams from the European Union are also expected to attend the event, as well as the implementing agencies that are part of EUROCLIMA+.
