Under the slogan "EUROCLIMA+ in the context of the green recovery", four virtual sessions will be held at this meeting between representatives of the governments of the Programme’s 18 partner countries,
the European Union, and the implementing agencies.
October 7, 2020. Brussels, Belgium. “A 100% virtual meeting that will allow us to share with more representatives from each of the 18 partner countries of our EUROCLIMA programme”, said Felice Zaccheo, Head of Unit, Directorate General for International Cooperation and Development of the European Union.
“In 2020 we are dedicating the theme of the meeting to the green recovery because this human tragedy that we are experiencing due to COVID-19 gives us the opportunity for governments to show that they are capable of addressing these challenges by building more inclusive and resilient societies for the health and well-being of their citizens,” Zaccheo said.
The main purpose of the Annual Meeting will be to analyse how EUROCLIMA+ can support a truly green recovery, in line with the priorities identified by the representatives of the governments of the Programme's partner countries and taking into account the new generation recovery package being developed by the European Union.
Due to the virtual mode, 4 sessions have been planned, structured as follows:
- The first two sessions (20 October and 3 November) will focus on identifying the lessons learned from some of the most significant sectoral projects and flagship actions for the green recovery. This will help to clarify the "what" approach of the programme in the context of the new challenges and opportunities, with a view toward its projection into the future.
- The third session (November 24) will focus on analysing and identifying solutions for adapting the method ("how") of implementing the Programme to the new challenges and its complementarity with other green recovery initiatives being promoted in the region by the European Union, the agencies participating in the Programme and the partner countries.
- The final session (December 10) will allow decisions to be made on the future of the Programme, in terms of consolidating current initiatives underway and continuing EUROCLIMA+ beyond existing commitments.
Around 150 people are expected to participate, including delegates from the Programme's partner countries, European Union officials and specialists from the Programme's implementing agencies.
The sessions will aim to achieve the following objectives
- To make a succinct and inspiring assessment of the Programme based on flagship projects and actions, as well as to discuss options for improving the capacity of EUROCLIMA+ in supporting partner countries with the development and implementation of their climate policies, particularly in the new green recovery and European Green Pact context.
- Discuss the future strategy of the Programme, drafting guidelines to incorporate new approaches in the actions that are yet to be identified in the framework of the Country Dialogues for the period 2020-2022. Moreover, the intention is to draw up guidelines for designing future cooperation initiatives in the field of Climate Change and Green Recovery to be carried out under the framework of the next programming period of the European Union's cooperation with Latin America (2022-2028).
- Analyse how EUROCLIMA+ can facilitate access to climate financing to promote green recovery, through greater involvement of key ministries (Economy, Planning and Finance) in the Programme's decision-making structure, using the climate governance entities that countries have.
Each Latin American government may designate a maximum of 6 people/specialists to participate in this virtual meeting.
