The programme, based on action learning, will accompany twenty-six selected climate projects in the development of their bankable proposal.
San Jose, Costa Rica, June 17, 2020. Last Tuesday, June 16, marked the beginning of the second stage of the training programme that EUROCLIMA+, through the German Society for International Cooperation (GIZ) and the INCAE Business School are developing for the first time this year (2020).
The main objective of this training is to provide tools for structuring bankable climate projects and, based on these, to bring investment closer to initiatives for sustainable development and the fulfilment of Nationally Determined Contributions (NDC) in Latin American countries. The development of bankable climate project portfolios is key to mobilising investment for resilient, low-emission development.
According to Lawrence Pratt, the programme's academic director, "the skills we are trying to strengthen and sometimes create will allow for the generation of more projects that are better designed to achieve the scale that all countries need to address the challenges of greenhouse gas mitigation and climate change adaptation. At present, funds are available, the financial institutions want to invest, and the countries, based on their NDCs, are committed to designing projects. What is missing so far is the generation of sufficient proposals in a form that can be received and addressed by financial institutions.
During the first stage of the course, four modules were held with 90 participants from the public sector of 15 Latin American countries, through which the central concepts around climate change, climate finance and the necessary elements for bank investment in the initiatives were reviewed. At the end of this section, the participants had to present concept notes to propose their projects and be part of the second stage of the course, which culminated in the selection of 26 proposals that will continue the process with the accompaniment of programme experts for their final presentation.
This second stage of the course was scheduled to be held at the INCAE Business School's campus, but due to the COVID-19 crisis, the activities were reconfigured to continue the programme virtually.
Bernhard Zymla, GIZ coordinator for EUROCLIMA+, assessed the continuity of the course despite the contingency arrangement. "For EUROCLIMA+ it is central to contribute to the strengthening of capacities and the improvement of climate change management at national and sub-national levels in Latin America. Especially in view of the articulation of a green recovery after COVID-19, this training programme and the climate projects it addresses may be key".
At this stage, the course will focus on the development of a theory of change, which will allow participants to visualise the chain of impacts of their project proposal, in order to clearly demonstrate how activities and investments contribute to the fulfilment of climate objectives, robust monitoring and evaluation systems, and other sustainable development objectives in their countries, and also to serve as a basis for structuring the concept note to finalise the process.
With this, the 40 participants from 11 countries will have a combination of online sessions and self-managed work accompanied by mentoring, which will allow them to advance with the tools the course gives them.
