A Country Table with Cuba to address national challenges under the Paris Agreement framework

The general objective of this Dialogue Table on Cuba's Climate Agenda is to identify challenges in the implementation of Cuban climate policies,

strengthen coordination among relevant national actors and with international cooperation agencies that support the country's climate policy, in order to advance the implementation of tasks and the achievement of objectives in prioritised sectors and territories.

Havana. September 26, 2018 - On September 24 and 25, 2019, the first country dialogue round table for Cuba was held in Havana, requested and promoted by CITMA (Ministry of Science, Technology and Environment) under the framework of the European Union Cooperation Programme, EUROCLIMA+.

The discussion focused specifically on compliance with the Plan for Confronting Climate Change in Cuba (Tarea Vida) and the NDC (Nationally Determined Contributions). During the meeting, special emphasis was placed on financing the actions needed to implement the Plan.

Representatives of different institutions from the most relevant sectors for the implementation of the Tarea Vida (Life Task) Plan and the implementation of the NDC, convened by CITMA, participated in the roundtable: officials from the Ministries of Economy and Planning, Finance and Prices, Foreign Trade and Foreign Investment. The sectors addressed in the working sessions were energy, physical planning, transport, disaster risk management, agriculture and communication. The meeting was also attended, per a proposal by the Government of Cuba, by some of the cooperating agencies working in the country: AECID, AFD, Canadian Cooperation, COSUDE, JICA, the Netherlands and agencies of the United Nations system.

Preliminary results

The exercise allowed the sectors to identify the actions that need support from international cooperation to comply with the Plan for Confronting Climate Change (Tarea Vida) and the NDC and the resources needed to meet these objectives. This will serve as the basis for articulating the support that Euroclima+ will provide.

The cooperating partners presented the support they are currently giving to the climate agenda, as well as new opportunities and instruments. There was a direct conversation between the cooperants and representatives of the sectors in order to identify the new opportunities for cooperation.

According to Cuban authorities, this process has served to strengthen existing internal processes of inter-sectoral coordination (National Climate Change Group and Inter-ministerial Committee of the Green Climate Fund), as well as to identify new opportunities for collaboration with Euroclima + and other international cooperating partners, as well as to ensure coordination among cooperating partners. Specifically, with respect to the financing of the Tarea Vida Plan, the relevance of the meeting to accelerate CITMA's work in identifying needs and prioritising and monitoring actions was highlighted. The essential value expressed by the Government of Cuba is that the dialogue table will serve to prepare them to access new forms of financing.
