Monitoring, evaluation and transparency in climate change adaptation

EUROCLIMA+ and the Partnership on Transparency in the Paris Agreement (PATPA) will hold the workshop Monitoring and Evaluation of Climate Change Adaptation in Light of the Enhanced Transparency Framework.

Cartagena, Colombia 16 July 2019: On 16–19 July the Colombian city of Cartagena will host the sixth Latin America and Caribbean Regional Group Workshop, entitled Monitoring and Evaluation of Climate Change Adaptation in Light of the Enhanced Transparency Framework. This workshop is a joint effort of the Partnership on Transparency in the Paris Agreement (PATPA) and the EUROCLIMA+ Programme, under its Climate Governance component. It is being implemented by the Economic Commission for Latin America and the Caribbean (ECLAC), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), and UN Environment, in concert with members such as the Regional Platform for Low Emission Development Strategies in Latin America and the Caribbean (LEDS LAC). This work would not have been possible without the collaboration of the Training Centre of the Spanish Agency for International Development Cooperation (AECID) in Cartagena and of the host country, Colombia, which is represented by its Ministry of Foreign Affairs (the Chancellery) and Ministry of Environment and Sustainable Development.

Faced with increasing climate risk in Latin America and the Caribbean, governments and development actors are promoting the design and implementation of climate change adaptation strategies to ensure progress on sustainable development. To make this work more effective, it is essential to have monitoring and evaluation systems in place to analyse these adaptation strategies and measure their impacts. This will help countries to determine the suitability of their actions and the adjustments that are needed to reduce their climate vulnerability and increase their adaptation capacity.

To promote greater transparency around the fulfilment of commitments made under the Paris Agreement and thus foster mutual trust between signatory countries, the Enhanced Transparency Framework (ETF) has been developed, which, among other things, makes information available on climate change impacts and on the progress made on adaptation.

EUROCLIMA+, as part of its line of action on the strengthening of the transparency framework, is supporting processes to monitor and evaluate the progress made on climate policies and Nationally Determined Contributions.

About PATPA
The Partnership on Transparency in the Paris Agreement (formerly the International Partnership on Mitigation and MRV) was launched by Germany, the Republic of Korea and South Africa at the Petersberg Climate Dialogue, held in May 2010. The aim of the Partnership is to promote ambitious climate action through the exchange of practices for improving transparency and, in so doing, contribute to the achievement of the global temperature target. The work of the Partnership is conducted in five regional groups, one of which is the Latin America and Caribbean Regional Group. The Group’s Secretariat is hosted by the Support Project for the Implementation of the Paris Agreement (SPA), which is implemented by GIZ on behalf of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).
