Latin Americans analyse the agricultural negotiation situation with a view towards COP24

In the Fourth Latin American Dialogue on Agriculture and Climate Change topics

November 14, Santiago de Chile.- The Governments of Argentina, Chile, Costa Rica and Uruguay, with support from the Economic Commission for Latin America and the Caribbean (ECLAC) as an implementing agency of the EUROCLIMA+ programme of the European Union, are holding the fourth negotiators meeting for “Latin American Dialogue on Agriculture and Climate Change” November 14 and 16, at ECLAC headquarters in Santiago de Chile.

This body brings together negotiators from the region’s countries before the United Nations Framework Convention on Climate Change (UNFCCC) and officials of the Ministries of Agriculture with technical and political responsibilities in the construction of the country strategy to fulfil Nationally Determined Contributions (NDC) in the field of agricultural activities.

“Due to its characteristics, the agricultural sector is one of the sectors most sensitive to the effects of climate change, where changes in structure, yields and crop cycles are expected,” said Jimy Ferrer, Economic Affairs Officer of ECLAC’s Sustainable Development and Human Settlements Division, on the opening day.

Ferrer added that in economic terms, agriculture is a sector that is very relevant for the region,” ...it is also a strategic sector for the implementation of adaptation measures and it is fundamental to ensuring food security in the region,” he said.

Sergio Soto, Head of the Market Analysis Department and Sectoral Policy of the Office of Agricultural Studies and Policies of the Ministry of Agriculture of Chile, spoke on behalf of the convened countries, emphasising that “this dialogue will allow us to be very well prepared for the agriculture negotiations of the United Nations Conference on Climate Change in Katowice, Poland (COP24)”.

For her part, Susana Agüero, International Cooperation and Development Officer of the European Union Delegation in Chile, reflected on expectations before the United Nations meeting that will be held December 3 to 14. “The European Union is very attentive to the development of the COP24 that is expected to be focused on greater monitoring of the NDCs. This is an area in which our EUROCLIMA+ programme can play an important role in supporting the countries of the region,” said Agüero.

The meeting will last until Friday, November 16 with the objective that negotiators can explore, in a non-negotiation environment, common approaches and thus increase the care of the region's interests before the UNFCCC in the context of the Joint Work for Koronivia on Agriculture, a decision that emerged last year at COP23 in Bonn, Germany.
