Participatory process about the ENACE in Uruguay finalised

Final workshop held with civil society and the public sector to gather inputs that will enrich the National Action for Climate Empowerment Strategy ENACE.

Montevideo, 18 October 2021. The participatory process for the National Climate Empowerment Strategy of Uruguay, a process driven by the Ministry of Environment, the Uruguayan Agency for International Cooperation (AUCI) and the National System for Climate Change Response (SnRCC), with the support of Euroclima+ through the International and Ibero-America Foundation for Administration and Public Policy (FIIAPP) as implementing agency, has concluded. This workshop aimed to facilitate an open and collaborative process with public entities and civil society to gather input, proposals, and actions to be incorporated into the ENACE.

The workshop was attended by 80 people from the ministries belonging to the National System of Response to Climate Change, associations, professors from the University of the Republic of Uruguay (UDELAR), non-governmental organisations and private citizens' initiatives.

During the workshop, there was an opportunity to review all the inputs and contributions gathered in the digital workshops, where each one of ACE elements were worked on in depth through a participatory and collaborative methodology that facilitated the exchange among attendees. As part of the agenda, the draft proposal of the ENACE Strategy was also presented, and as a last part, the attendees focused on working on proposals for activities and actions that will support the implementation and the start-up of the National Strategy on Action for Climate Empowerment.

The participatory process is part of the accompaniment that the EUROCLIMA+ programme has been carrying out in the country for the creation, design and implementation of its National ACE Strategy. This need was identified in the framework of the collaboration agreement that establishes the Country Dialogue in Uruguay between the European Union -INTPA and EUD-, implementing agencies of the EUROCLIMA+ programme and the institutions that make up the National System of Response to Climate Change in Uruguay.

The development of this National Action Strategy for Climate Empowerment aims to contribute to the development of a sustainable, equitable, less vulnerable and more resilient Uruguayan society. It will be developed collectively, within the framework of the international commitments made by the country before the UNFCCC and the Paris Agreement and the National Climate Change Policy. The methodology of the workshops is based on collaborative and creative work on expected future scenarios in relation to the ACE.

Action for Climate Empowerment (ACE) is the name adopted by the United Nations Framework Convention on Climate Change (UNFCCC) to refer to the actions promoted in its Article 6 (UNFCCC 1992), transferred and included in Article 12 of the Paris Agreement. It is a reflective view that translates into a cross-cutting proposal in public policies, seeking to generate and articulate capacities that promote transformative action in confronting climate change, with the depth and urgency that this challenge requires.
