Training workshop on Just Transition held with members of Honduran institutions involved in the development of the Long-Term Climate Strategy.
On 31 August and 13 September, a virtual training workshop on Just Transition was held with representatives of the Presidential Office for Climate Change, the Ministry of the Environment and the National Women's Institute (INAM) of Honduras. The objective of this training is to facilitate the incorporation of this approach in the Long Term Climate Strategy that the Central American country is in the process of developing, and which is supported by the EUROCLIMA+ Programme, through the Fundación International and Ibero-America Foundation for Administration and Public Policy (FIIAPP) and the German Society for International Cooperation (GIZ) GmbH.
The Just Transition approach can help drive climate action in the current pandemic context, as the pressing need for economic recovery risks overshadowing other equally urgent objectives. By linking the environmental, social and economic agendas, this vision identifies shared goals and leverages synergies. Its emphasis on equity and the employment dimension can achieve greater social acceptance and political momentum, as well as the financial resources needed to drive the deep structural changes that the climate challenge demands.
Long-term strategies can help governments manage the social impacts of decarbonisation and ensure a just and inclusive transition (IDB and DDPLAC, 2019). Properly managed, the transition to a zero-emissions economy is not only vital to avert climate disaster, it can also stimulate a sustainable and inclusive economic recovery. But this will not happen automatically; it is necessary to anticipate change and adopt timely and effective policy measures.
The workshop was attended by Julio Rivera, an expert consultant in the field, and was held in two sessions. In the first session, the Just Transition approach was presented, and the case of the Spanish experience was analysed, a country that has drafted the first National Just Transition Strategy in the world. During the second session, the possibility of incorporating this approach in priority sectors (energy, agriculture/forests, transport) for the development of the Honduran Long-Term Climate Strategy was discussed.
In general terms, the workshop served to raise awareness of the concept of Just Transition, its objectives and key elements, highlighting its fundamental role in informing climate action and a post-pandemic green recovery; to present the Spanish experience as an example of the application of the Just Transition approach in practice, going in depth into the instruments and policies developed to date; and to address the possibility of incorporating Just Transition into Long Term Climate Strategies (LTCS), Nationally Determined Contributions (NDCs) and climate change policies in Honduras at the base of the country; and to address the possibility of incorporating Just Transition into Long Term Climate Strategies (LTS), Nationally Determined Contributions (NDCs) and climate change policies in Honduras based on its emitting sectors or adaptation targets.
The social and environmental challenges implicit in Just Transition call for long-term actions, which require sustainable financing mechanisms and stable governance that will last over time.
