Strengthening negotiation capacities to improve public-private articulation for climate action

Members of the Community of Practice on Engaging the Private Sector in Climate Policy

Processes participated in a virtual negotiation workshop.

San José, Costa Rica, March 26, 2021. Twenty representatives of public and private organisations from Argentina, Chile, Costa Rica, Ecuador, Honduras, Mexico and Peru, and members of the Community of Practice (CoP) on Private Sector Involvement in Climate Policy Processes in Latin America participated, between February 17 and 19, in a virtual workshop on negotiation offered by the Latin American Centre for Competitiveness and Sustainable Development (CLACDS) of the INCAE Business School, under the leadership of Dr. Enrique Ogliastri, professor emeritus of this renowned business school.

The Community of Practice is a joint initiative of the EUROCLIMA+ Programme through the German Society for International Cooperation (GIZ), the LEDS LAC Regional Platform and CLACDS of the INCAE Business School, which aims to promote the creation and consolidation of spaces and mechanisms for the systematic participation of the private sector in the formulation and implementation of climate policies in the countries of the region, as well as the alignment of corporate climate action with national strategies and goals.

The organisation of this workshop responds to the need identified by the members of the CoP to strengthen the negotiation skills of public and private actors, in order to facilitate articulation between the two sectors and the search for solutions that generate value for all stakeholders. Through readings, practical exercises and discussion in virtual sessions, participants received an introduction to the best known negotiation practices and had an opportunity to test and evaluate their negotiation skills, as well as develop criteria to improve their future negotiations.

At the end of this learning experience, Johanna Guzman, an official of the Agency for Sustainability and Climate Change (ASCC) of Chile, commented: "the workshop allowed me to learn basic negotiation tools and strengthen personal skills through a simple process of learning by doing, where the experience of Professor Ogliastri and the practice work were essential for applying the knowledge acquired". For her part, Evangelina Gómez, executive director of the Ecuadorian Consortium for Social Responsibility (CERES) said that "the workshop was very valuable due to the opportunity to strengthen my skills and interact with colleagues from several countries during the practice exercises.

This training adds to the activities of dialogue, experience exchanges and generation of knowledge with which the CoP aims to contribute to a greater and better articulation between public and private actors for the definition and implementation of policies and strategies that address the development needs of the countries, especially in the context of a post-pandemic recovery, and the fulfilment of the objectives of the Paris Agreement.
