In the framework of EUROCLIMA+, AFD visited the progress of the projects it implements in Brazil.
29 October 2021, Sao Paulo, Brazil - The French Development Agency (AFD) made a visit to monitor the progress of the two projects of the Urban Mobility sector that it is implementing in Brazil, in the framework of EUROCLIMA+: the “Transport Observatory: Blockchain technology for the transparency of public transport in Teresina” and the “ Regional Plan for Sustainable Mobility and Logistics of Baixada Santista in Sao Paulo (PRMSL-BS)”.
Teresina
The Teresina Observatory project is in its final phase, with the completion of the development of three proof-of-concepts (POCs) of technological solutions that will help improve the efficiency of the city's public transport system. The three teams that are developing the POCs were selected through an open innovation process that involved 140 participants from all over the country (universities, start-ups, transport operators etc.).
The Jaegers team is developing customisable interactive data visualisation software that uses computational intelligence to mine existing databases in the public transport system and deliver analysis results. The Optime team proposes an affordable web-based public transport route planning software that takes into account population and traffic variables of the city of Teresina in order to suggest new routes and intelligent use of vehicles. The Prontuario do Busao team has developed an application and dashboard with strategic indicators and information generation on the current state of the public transport fleet to help drivers and operators make decisions.
The development of the solutions is being accompanied by Project Owners, technicians of the municipality's team. For the closing phase of the project, a scaling-up strategy will be developed, which should present a roadmap for the implementation of one or all of the solutions by the municipality of Teresina. The main results of the project will be communicated to the city's population through communication actions, as well as a tactical urbanism event to be held on 28 October, part of UN Habitat’s urban circuit. Baixada Santista
For its part, the Sustainable Mobility and Logistics Plan for the Baixada Santista Metropolitan Region began its development in May 2021, and after preliminary activities to identify secondary information available, review the impacts of the COVID-19 pandemic in the region, mapping actors and planning communication and participation activities, it is currently in the development of the Phase 1: Diagnosis.
The diagnosis should indicate the main mobility challenges of the region, as well as the mobility patterns of the population. The team of the French consultancy SETEC is currently in the field collecting primary information for the development of the origin and destination matrix, holding meetings and talks with representatives of the nine municipalities that make up the metropolitan region, as well as with key groups by sectors of interest.
The next steps of the plan are the realisation of the first Mobilize Your City Metropolitan Forum to be held in November 2021 in the city of Santos, Sao Paulo, the launch of the PRMSL-BS website and the finalisation of the diagnostic product to start the Phase 2 Prognosis: Definition of a vision and strategic objectives and preparation of scenarios.
With the leadership of the Baixada Santista Metropolitan Agency team (the project beneficiary), the AFD and SETEC team conducted a field visit to the main mobility hotspots with a regional scope. The visit included the observation of the crossing between the municipalities, the waterway projects, the expansion plans of the Santos VLT project, and the high demand for bicycle trips.
