Strengthening the monitoring and evaluation system of Costa Rica's National Adaptation Policy

Costa Rica has had a National Policy for Adaptation to Climate Change (NPACC) since 2017, prepared with the support of Spanish cooperation through a participatory process. The NPACC provides a framework for guiding public policy and investment, with the aim of providing Costa Rican society with the capacity and conditions to reduce its vulnerability to climate change and to take advantage of opportunities to move towards a new model of decarbonised and resilient development.

In this regard, the Directorate of Climate Change of the Ministry of Environment and Ecology (MINAE) and the Evaluation Unit of the Ministry of National Planning and Economic Policy (MIDEPLAN), together with EUROCLIMA+ are joining forces to build a system that allows constant monitoring, reporting and verification and can be integrated into its National Climate Change Metrics System (SINAMECC) and comply with the national policy of open data. The process will also serve to develop a proposal for the design of an evaluation of the results of the NPACC. In order to address the need to report on the monitoring of NDCs, as well as to have information that allows for the recognition of the level of progress of the policy and account reporting, the rational use of resources and decision-making aimed at continuous improvement, it is necessary to strengthen its monitoring system and build a proposal for the evaluation of results.

Transparency and accountability

To have a monitoring system, within the framework of the country's National Climate Change Metrics System (SINAMECC), that makes it possible to recognise the level of progress of the NPACC and its accounting reports, in accordance with the national policy on open data.

Continuous improvement

Establishing a design for the evaluation of the results of the National Policy on Adaptation to Climate Change, allowing for continuous improvement of the policy and rational use of resources.

Articulation of national actors

Involving the strategic sectors that are responsible for implementing the National Policy on Adaptation to Climate Change (NPACC) to provide feedback and validate the design of the policy's monitoring and evaluation system, as well as the roles and responsibilities for the correct achievement of results.
