Monitoring and evaluation of progress in the implementation of mitigation and adaptation measures within the framework of the National Policy on Climate Change (PNCC)

Uruguay has had a National Policy on Climate Change (PNCC) since 2017, which was drawn up through a participatory process. The PNCC is an instrument that provides the long-term strategic framework to guide the transformations that Uruguay has been undergoing in order to meet the challenges of climate change and variability, in addition to addressing the international obligations assumed with the ratification of the Paris Agreement.

The system for scheduling, monitoring, reporting and domestic verification (MRV) of the measures and objectives included in the NDC and NCCP is in the development phase. An online monitoring system for the NDC has been developed that, by means of a viewer, makes it possible to consult the percentage of progress towards the target for each measure and a classification on the gender sensitivity of the measures, their contribution to the SDO and the PNCC.

The National System of Response to Climate Change (SNRCC) of the Ministry of Housing, Territorial Planning and Environment (MVOTMA) and EUROCLIMA+ are joining forces to make further progress on a mechanism for monitoring and evaluating the implementation of mitigation and adaptation measures within the framework of the National Policy on Climate Change (PNCC) in Uruguay.

In order to generate technical background and experience in monitoring mitigation and adaptation measures for their communication at the international level in accordance with the new reinforced transparency framework of the Paris Agreement, methodologies will be developed for the monitoring and evaluation of a selected set of mitigation and adaptation measures defined at the national level and included in Uruguay's first NDC, for their reporting at the domestic level within the framework of the PNCC. /p>

Two key sectors have been selected to begin defining indicators for monitoring and evaluating the progress of climate change adaptation and mitigation measures. The sectors selected are the health sector, through the NAP cities, and the tourism sector through the development of the Tourism Green Seal (Spanish acronym SVT).

Health Sector

The health sector in Uruguay is in a position to provide comprehensive health care to the population in the face of the impact of climate and extreme weather and climate variability events, thanks to Uruguay’s Integrated National Health System (SNIS), which has made it possible to move towards universal coverage and the promotion of quality care.

Knowing as precisely as possible the health impact of climate change is essential for establishing strategies for proper healthcare. To this end, having sensitive and specific indicators is essential.

Within this action, indicators will be identified to monitor the health sector measures included in the NDC and the activities foreseen in the National Plan for Adaptation in Cities and Infrastructures (NAP Cities).

This plan, developed by MVOTMA with support from the Green Climate Fund and UNDP, includes addressing the health aspects of populations in cities, so it is necessary to link the development of these aspects with the implementation of the measures included in the NDC.

Tourism Sector

In the tourism sector, the Ministry of Tourism (MINTUR) is working to incorporate the Tourism Green Seal (SVT) in tourism accommodation establishments, where measures for the resilient performance of buildings and the implementation of best practices to address the impacts of climate change are integrated.

The SVT wants to make tourist accommodation establishments better prepared to face the adverse effects of climate change, which is why it was included in the NDC's adaptation measures. As the SVT is incorporated, establishments can improve the resilience of buildings or improve management in the handling and use of rainwater.

As part of this action, the aim is to develop a proposal for potential indicators (for NDC measures linked to the SVT) to assess the impact of tourism accommodation establishments with SVT in terms of climate change mitigation and adaptation.

Expected Results

1

Analysis

Selected set of mitigation and adaptation measures included in Uruguay's first NDC on Health and Tourism, described with the level of information needed to monitor their progress and evaluate the achievement of their goals.
3

Transparency

Available results from monitoring and evaluation of the implementation of the measures included in the first NDC in the framework of the monitoring, reporting and verification systems.
2

Methodologies and indicators

Preparation of indicators to be incorporated in the programming, monitoring, reporting and verification system of the National Climate Change Policy and the NDC, for following-up on the measures of the Health and Tourism sectors included in the NDC These indicators will allow the monitoring and evaluation of the implementation of these measures, obtaining the status of the situation.

Key Outputs

Mechanism for monitoring and evaluation

  • Design and implementation of a mechanism for monitoring and evaluating the progress of climate change mitigation and adaptation measures included in Uruguay's first NDC for the Health Sector.
  • Proposed Indicators to monitor the Health Sector measures included in the NDC and activities foreseen in the NAP Cities.
  • Proposed Roadmaps for those measures that require a pre-programming effort.
  • Report detailing the consideration of Health aspects in the NAP Cities and their link to the measures included in the NDC.
  • Design and implementation of a mechanism for monitoring and evaluating the progress of climate change mitigation and adaptation measures included in Uruguay's first NDC for the Tourism Sector
  • Proposal of potential indicators for NDC measures linked to the Tourism Green Label
  • Report with potential indicators to evaluate the impact of tourism accommodation establishments with SVT in terms of climate change mitigation and adaptation, the key data collected and the initial values of these indicators for the establishments participating in the Pilot phase of the SVT project.
  • Revised Tourism Green Label Standards, with ordered information on SVT thematic areas and evaluation questionnaires, for future stages of the SV Project.
