The National System of Response to Climate Change (SNRCC) of the Ministry of Housing, Territorial Planning and Environment (MVOTMA) and EUROCLIMA+ are joining forces to make further progress on a mechanism for monitoring and evaluating the implementation of mitigation and adaptation measures within the framework of the National Policy on Climate Change (PNCC) in Uruguay.
In order to generate technical background and experience in monitoring mitigation and adaptation measures for their communication at the international level in accordance with the new reinforced transparency framework of the Paris Agreement, methodologies will be developed for the monitoring and evaluation of a selected set of mitigation and adaptation measures defined at the national level and included in Uruguay's first NDC, for their reporting at the domestic level within the framework of the PNCC. /p>
Two key sectors have been selected to begin defining indicators for monitoring and evaluating the progress of climate change adaptation and mitigation measures. The sectors selected are the health sector, through the NAP cities, and the tourism sector through the development of the Tourism Green Seal (Spanish acronym SVT).
Health Sector
The health sector in Uruguay is in a position to provide comprehensive health care to the population in the face of the impact of climate and extreme weather and climate variability events, thanks to Uruguay’s Integrated National Health System (SNIS), which has made it possible to move towards universal coverage and the promotion of quality care.
Knowing as precisely as possible the health impact of climate change is essential for establishing strategies for proper healthcare. To this end, having sensitive and specific indicators is essential.
Within this action, indicators will be identified to monitor the health sector measures included in the NDC and the activities foreseen in the National Plan for Adaptation in Cities and Infrastructures (NAP Cities).
This plan, developed by MVOTMA with support from the Green Climate Fund and UNDP, includes addressing the health aspects of populations in cities, so it is necessary to link the development of these aspects with the implementation of the measures included in the NDC.
Tourism Sector
In the tourism sector, the Ministry of Tourism (MINTUR) is working to incorporate the Tourism Green Seal (SVT) in tourism accommodation establishments, where measures for the resilient performance of buildings and the implementation of best practices to address the impacts of climate change are integrated.
The SVT wants to make tourist accommodation establishments better prepared to face the adverse effects of climate change, which is why it was included in the NDC's adaptation measures. As the SVT is incorporated, establishments can improve the resilience of buildings or improve management in the handling and use of rainwater.
As part of this action, the aim is to develop a proposal for potential indicators (for NDC measures linked to the SVT) to assess the impact of tourism accommodation establishments with SVT in terms of climate change mitigation and adaptation.
