Inserting the climate dimension into territorial development planning in Cuba

Implementation period: November 2021 - December 2022

This action will be implemented jointly by four agencies of the Programme: the Spanish Agency for International Cooperation and Development (AECID); the Economic Commission for Latin America (ECLAC); the International and Ibero-American Foundation for Public Administration and Policy (FIIAPP) and the German Society for International Cooperation (GIZ). The Cuban Ministry of Science, Technology and Environment (CITMA) represents the country in this action that will initially impact 4 municipalities: Isla de la Juventud Special Municipality, Guanabacoa (Havana), Cabaiguán (Sancti Spíritus) and San Antonio del Sur (Guantánamo).

As a result of this support, it is expected to contribute to the strengthening of institutional and technical capacities at the territorial level, as well as to the integration of the climate dimension in Cuban municipal development strategies, based on the development of a series of methodological tools, the installation of a platform for monitoring, reporting and verification, training courses, awareness-raising campaigns, and other actions.

The implementation of this action is expected to benefit the 215,936 inhabitants of the four selected municipalities, and it will also bring improvements to priority sectors such as tourism, energy, agriculture, education or health, which in turn will be key actors in obtaining results within the framework of this technical assistance.

This action also seeks to support Cuba in the fulfilment of its international climate commitments (Nationally Determined Contribution or NDC), included in its State Plan to Address Climate Change or "Life Task".

Objective

The action "Inserting the climate dimension in territorial development planning", agreed between Cuba and the EUROCLIMA+ programme in the framework of the Country Dialogue, aims to support the Caribbean country in the integration of the climate dimension in the local development model and its scaling up to national public policies on climate change, promoting resilient and low greenhouse gas emission municipalities, considering a gender and social inclusion approach.

Methodology

Strengthening of the municipal development strategy, through the establishment of methodological tools for the consideration of the climate dimension in accordance with the State Plan for tackling climate change.

Resilient municipal development

Strengthening the capacities of key local actors and sectors in climate management, addressing adaptation, mitigation, monitoring and evaluation measures in the context of resilient and low-emission municipal development.

Piloting

Pilot testing of the methodology, as well as specific mitigation or adaptation measures in four intervention areas.

Virtual Platform

Establishment of a virtual platform that facilitates decision-making and favours the participation of key actors and sectors.

Monitoring and evaluation

Implementation of monitoring and evaluation tools for the climate agenda at local level.

Knowledge sharing

Training of a technical team that will transfer the knowledge acquired to the national level.
