The closing forum of the Sustainable Urban Mobility Plan and the projection of the design of its pilot project were held.
19 July 2022, Havana, Cuba. In the framework of the EUROCLIMA+ programme and with the support of the French Development Agency (AFD), the General Directorate of Provincial Transport of Havana (DGTPH), together with the consulting firm Ingerop Conseil Et Ingenierie ICI, held Forum III for the Closure of the SUMP.
This included workshops and training on issues related to the monitoring and implementation of the Sustainable Urban Mobility Plan of Havana (SUMP Havana) to support the technical teams in their future implementation. It is important to highlight that Havana not only has the task of developing the SUMP, but also includes a Pilot Project for investments in the "Galiano" commercial axis and in the "El Curita" park.
In addition, with the support of the European Union, it has commissioned the Latin American Investment Facility (LAIF) to carry out a mobility study for the "10 October" corridor, with the aim of promoting sustainable, inclusive and safer mobility, facilitating collective transport with low greenhouse gas emissions and preparing spaces for pedestrian and bicycle circulation.
On the other hand, on 17 June, the delivery of the Sustainable Urban Mobility Plan for Havana took place, which was developed from February 2020 to June 2022, with a total funding of 600,000 Euros for the SUMP and 100,000 Euros for the design of the Pilot Project. The strategies that were successfully planned for the long term in the framework of the project were, among others:
- Promoting self-sufficiency
- Promoting pedestrian accessibility
- Improving road safety
- Generating a culture of cycling and micro mobility
- Developing quality and intermodal public transport
- Rehabilitating public spaces and achieving social equity through transport.
During this closing forum, a retrospective of all the work done during the project was made and the SUMP was presented with the actions to be implemented in the next 20 years to improve transport in the Capital. The vision of this Plan is:
To achieve a sustainable, efficient and quality mobility and transport model, capable of responding to social needs and demands, favouring universal accessibility to transport, contributing to the improvement of the environment and health, the sustainable development of the city and territorial cohesion, with citizens as the basic pillar of the SUMP.
It is important to note that the structure of the Plan was made by means of a strategic reflection stage, as its name indicates, it is a reflection that stems from the diagnosis and marks the future action plan. It is structured in 4 strategic stages: the detection of public problems through a diagnosis, the determination of the vision and strategic objectives based on the public problems, the development of measures integrated in an action and financing plan, and a final stage of implementation and monitoring.
This Plan contributes to the State Plan for Addressing Climate Change, known as "Tarea Vida” or “Life Task", and to the targets set by Cuba in its Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change.
Finally, the conclusions and recommendations set out in the SUMP highlight the importance of allocating public resources or international cooperation funds for the next 20 years of the plan. In addition to the prioritisation of different chapters and strategic actions already included in the Plan, understanding the context and the barriers in the province of Havana. Therefore, the SUMP prioritises measures to be implemented and highlights as a key component the creation of a monitoring and evaluation entity, which will be entrusted to the DGTPH with the responsibilities of the Review and Verification Framework (MRV), the proposal of the SUMP is to call it the Mobility Observatory.
With more than 10 years of experience in the region, the European Union's EUROCLIMA+ programme is jointly implemented in 18 Latin American countries, including Cuba. EUROCLIMA+ aims to generate the enabling conditions and drive sustainable transformation processes through the implementation and/or updating of Nationally Determined Contributions (NDCs), and the configuration of a long-term vision that aims at carbon neutrality, resilience, that is fair, that leaves no one behind, and that contributes to post-pandemic recovery processes.
