With this EUROCLIMA+ initiative, Ecuador is making progress on building a medium and long-term vision for sustainable mobility.
18 August 2021, Quito, Ecuador.- In the framework of the EUROCLIMA+ programme, the Ministry of Transport and Public Works (MTOP) of Ecuador, the French Development Agency (AFD) and the Spanish-Ecuadorian Association TRN Taryet and A&V Consultores Cia. Ltda., led a series of participatory workshops for the preparation of Ecuador's National Policy for Sustainable Urban Mobility (PNMUS).
Held between 12 and 16 July in virtual and in-person sessions, these convened representatives from the public, private and civil society sectors to lead a joint medium (2030) and long-term (2050) vision for sustainable urban mobility, aligned to the objectives of sustainable, accessible and equitable national development.
“Currently, according to the 2019 National Energy Balance, the transport sector in Ecuador demands about 49% of the energy produced and imported, and is responsible for about 50% of greenhouse gases (GHG), while 94% of the emissions produced correspond to land transport," said Paúl Hernández, Delegate of the MTOP.
Based on this, four targeted workshops and one large workshop were held in which the voices of citizens and stakeholders were gathered through participatory spaces.
Focused workshops were held on Monday 12 July and Wednesday, in which the Diagnosis of Urban Mobility, the Long-Term Vision and the Central Objective and Impacts of the National Policy for Sustainable Urban Mobility (PNMUS) were presented:
- Targeted workshop I: Aimed at the public sector I (Ministries) and attended by 60 participants.
- Targeted workshop II: Aimed at the private sector and attended by 43 participants.
- Targeted workshop III: Aimed at public sector II (Decentralised Autonomous Governments) and attended by 50 participants.
- Targeted workshop IV: Aimed at civil society and attended by 46 participants.
For its part, the Grand Workshop was held on 16 July and presented the contributions generated in the targeted workshops and the PNMUS Implementation Strategy. It was held in a semi-face-to-face manner and was attended by 159 people from different parts of Ecuador.
The workshop was attended by the delegate of the Ministry of Transport and Public Works, Paúl Hernández; the Environmental Cooperation Officer of the Delegation of the European Union in Ecuador, Pedro Ponce Correa; and the Deputy Director of the French Development Agency in Ecuador, Jean-Philippe Berthelemy.
“This programme has a financial support of 500,000 euros. The AFD, the MTOP and other key actors are involved in the development of Ecuador's National Sustainable Urban Mobility Policy. It is a pleasure to see that the participatory process of building this policy is being carried out and that today we can participate in the presentation of its preliminary results and the implementation strategy of this policy," said Pedro Ponce Correa, Environmental Cooperation Officer of the Delegation of the European Union in Ecuador.
For his part, Jean Philippe Berthelemy, director of the AFD, commented that the participatory process has two objectives. The first is to achieve an important dissemination of the policy in the country, and the second is to recover valuable inputs to readjust the proposal to the reality of the country. This will allow us to generate a roadmap to which all sectors in Ecuador can adhere.
During the workshops, the main elements of the PNMUS implementation strategy were identified as the national governance model to coordinate the management of the Decentralised Autonomous Governments and their mobility plans; the creation of the National Fund for Sustainable Mobility; the promotion of Social Rights; the monitoring systems for sustainable urban mobility based on adequate technical regulations and comprehensive research and information; and the nationwide awareness raising and training campaign on environmental sustainability.
Regarding the methodology of the workshops, techniques for the construction of interactive spaces were implemented, such as technical presentations, group dynamics, systematisation of group work and interactive surveys. These were moderated by speakers specialised in sustainable urban mobility and strategic planning, as well as trained moderators and facilitators.
