November 13, 2019. Peru and Ecuador. The Euroclima plus programme through the binational project "Risk Management without Borders" has been promoting various capacity-building actions on disaster risk management issues for authorities and officials of different local governments in Peru and Ecuador.
On November 7 and 8, in the city of Piura, training was given to the technical team of the Regional Government through the regional management of Natural Resources and Environmental Management, on the use and management of drones, with the aim of conducting photogrammetry in the territory, which includes the binational Catamayo Chira watershed.
This training, which also took place in Ecuador in October, will allow an analysis of areas that may be exposed to various natural phenomena, especially droughts and floods.
On Wednesday, November 13, a diagnostic socialisation workshop was held under the framework of the formulation of the disaster risk prevention and reduction plan for drought and floods in the district of Vichayal in the Peruvian territory, where authorities, officials and social actors from each district provided information that will help identify and focus on the danger and vulnerability zones in the territory of their localities; and propose strategies to prevent and reduce disaster risks.
In that district, it was found that throughout history, Vichayal is frequently affected by drought and flooding events, seriously impacting the population and their livelihoods. And the critical problem of the producers is related to the irrigation infrastructure that captures and pipes the water resource, since this is not part of the regulated Chira - Piura system that must make major efforts to supply themselves with this resource for their crops, and even more so during periods of drought.
In Ecuador, a training workshop was held on empowerment of public officials in local governance and public policy for Risk Management, with the objective of strengthening capacities in the use of participatory diagnostic tools and identifying important aspects of public policy for Risk Management in Macará canton.
Eng. Fredy Feijó Uday, Binational Director of the Project, "Risk Management without Borders", pointed out that it is important to highlight the knowledge, experience and empowerment of the head of the Risk Management Unit of the Decentralised Autonomous Government, which allows strengthening coordination and organisation among the technical working groups of the locality, which guarantees an adequate response when a dangerous event occurs.
The Project is co-executed by the Piura Regional Government in Peru, and by the Loja Provincial Government and the National Risk and Emergency Management Service Zonal Coordination 7 in Ecuador. It is financed by the European Union under the framework of the Euroclima+ programme through the Risk Management: Droughts and Floods component and implemented by the Spanish Agency for International Development Cooperation (AECID) and the French Development Agency (AFD).
