With the Origin-Destination survey and the articulation of actors, progress is being made on the development of a Sustainable Urban Mobility Plan.
Córdoba, Argentina, 20 September 2022. From September 6 to 14, the second mission of the Sustainable Urban Mobility Plan (SUMP) of the city of Córdoba was carried out, which is developed with the assistance of the French Development Agency (AFD) within the framework of the EUROCLIMA+ programme.
Focused on the progress of the Origin-Destination survey and on the articulation of the active participation of key actors for the implementation of the project, this mission allows us to take a step forward in the transition towards a Cordoba more sustainable, responsible for the environment, with social and productive inclusion, and that contributes to improved quality of life for the citizenry.
During this day of meetings and exchanges, representatives of the AFD, the head of the project and representatives of the consortium of consultants participated, with the mayor Martín Llaryora and municipal officials.
Likewise, for the presentation of the next stages of the development of the SUMP, the Ministry of Transport, the Mobility Observatory, as well as the dependencies of Economy and Finance, Planning, Modernization and International Relations, Metropolitan Development, municipalities adhered to the metropolis, Environmental management and sustainability, Social policies, inclusion and coexistence, as well as urban development and government, were involved. The Economic Development Agency of Córdoba (ADEC) also participated.
Origin-Destination Survey
Under the methodology of the global alliance MobiliseYourCity, the SUMP Córdoba project will generate a public policy document that will provide the frameworks for action for institutions and the community to promote sustainable mobility that contributes to the reduction of greenhouse gas (GHG) emissions.
For this, its first phase aims to diagnose and model the current scenario of mobility in the city. As part of this stage, the National University of Córdoba has developed an Origin-Destination survey in more than half of the households proposed by the sample (2,500), under the supervision of the Municipality of Córdoba, in addition to the secretariats of Transport, Metropolitan Development and Social Policies, with the support of the police.
This survey will allow the projecting of estimated modelling in transport, based on the reduction of emissions and the improvement in the quality of life of citizens in the long term. Likewise, it will allow the proposing of ideal scenarios in terms of public investment so that this process is executable. For its part, analysing the data from the Origin-Destination Survey will be an input for developing the lines of action of the SUMP, to be developed in the next phases of the project.
Citizen participation
As part of the progress of this initiative, a project website has been launched. This will serve to communicate with citizens the objectives, scope, advances and data analysed in the coming stages.
This strategy is part of the promotion of citizen participation and transparency actions, tools that contribute to the involvement of a wide range of actors to ensure an adequate adoption and implementation of the SUMP.
More actions to meet this objective will be developed in the phase of the project "Participatory approach and processes", which will seek the institutional support of the SUMP Córdoba and the generation of a Mobility Pact that allows its implementation.
Next steps of the project
During the coming months, the diagnosis of mobility will be concluded and presented and progress will be made on a proposal for the Mobility Model for Córdoba. This work will be socialized with workshops and interviews with decision makers, government representatives and civil society to conclude the diagnostic and model phase.
On the other hand, it is expected that at the end of the year it will advance in the cycle of training for key public agents, in order to strengthen the institutionality in tools for the creation of scenarios and transport models of 4 stages.
As a complement to the SUMP, this initiative of the EUROCLIMA+ programme is accompanied by a pilot project that seeks to establish a participatory methodology of urban prototyping or tactical urbanism, with a gender and differential approach. This is in the exploratory phase and has experts based in the city of Córdoba.
