More than 70 people brought together stakeholders to define the vision and objectives for regional urban mobility.
Santos, 01 July 2022 - Within the framework of the EUROCLIMA+ programme and with the support of the French Development Agency (AFD), the Baixada Santista metropolitan region, under the leadership of the Baixada Santista Metropolitan Agency (AGEM) - part of the São Paulo State Regional Development Secretariat - and with the technical support of the French consultancy SETEC, SETEC Hidrobrasileira, Office Consultants and Nodalis, held two workshops to build a mobility vision for the region.
The participatory workshops for the construction of the vision, objectives, guidelines and proposals for society, carried out within the scope of the Regional Plan for Sustainable Mobility and Logistics of Baixada Santista - PRMSL-BS, were developed in two mornings, on 24 June and 01 July, 2022, from 9 am to 1 pm, virtually, through the Zoom platform.
The activity brought together more than 70 people from different sectors, including technicians and officials from the 9 mayoralties of the Metropolitan Region, representatives of social organisations, academia, and others. Participants were able to follow presentations and debates on various mobility issues in the region, with questions on road, rail and waterway infrastructure, active transport (walking and cycling), collective transport (VLT, interurban and municipal public transport), governance, as well as cross-cutting issues such as accessibility, equity and safety.
Content of the workshop
The exercises were carried out through an interactive online tool called AHA Slides, which participants accessed through their computers or mobile phones. Through it, the participants were able to send suggestions of objectives and guidelines for each of the Plan's axes, vote for the ideas they considered most interesting, establish hierarchies of importance among them, validate proposals, as well as indicate the time horizons in which they would like them to be implemented (short, medium and long term).
On the infrastructure axis, the need to include more pedestrian crossing points and safe cycle paths on inter-municipal roads, reactivate the Santos/Juquiá railway line and make river transport viable were discussed. In the active mobility axis, the need to connect existing cycling infrastructure, harmonise pavements/sidewalks, expand the cycling infrastructure network, implement cycle parking and integrate it with mass transport, and improve road safety were highlighted. For collective transport, it was proposed to implement metropolitan fare integration, extend the VLT to have a regional scope, and modal integration throughout the region. With respect to governance, the need to improve coordination between the federal and state governments and the 9 municipalities of the region was discussed, highlighting the role of AGEM in this mediation. In the last axis of accessibility, safety and equity, it was proposed to improve platforms and eliminate obstacles for people with reduced mobility, lower the height of bus steps, promote fare integration and modal integration for vulnerable groups, provide adequate lighting at bus stops and terminals, and finally promote women's safety through protocols for gender-based violence, training for public transport operators' staff and cameras to monitor cases of violence.
The results of the activities carried out during the two-day workshop will be analysed by the consultants and weighted - together with the other proposals being developed for the Plan - through a multi-criteria matrix, which will define the final proposals that will be considered in the simulation of the PRMSL-BS intervention scenarios. The matrix will be developed in a technical workshop to be held as the next step in the participatory process.
Progress of the participatory process and next steps
So far, there have already been 15 Sectoral Listening Meetings, organised in the form of focus groups with thematic sectors associated with urban mobility in the Metropolitan Region of Baixada Santista, the 1st Metropolitan Mobility Forum of Baixada Santista, where the general guidelines of the PRMSL-BS were given, a Workshop for the Projection of Socioeconomic (Technical) Data and, now, the Workshop for the Construction of Vision, Objectives, Guidelines and Proposals for the Partnership.
In addition to the upcoming Multicriteria Matrix Workshop, a Public Hearing for Scenario Validation (under discussion) and a Metropolitan Forum are also expected to be held for the signing of the Metropolitan Mobility Pact, where the plan should be approved by the society, municipal executive authorities, AGEM and the State Government.
After the approval of the Plan, a final workshop will be held, which will include training sessions for AGEM and municipal technicians on the PRMSL-BS structured databases, their reports, action plan and monitoring system.
