The guide will provide Uruguay's departmental governments with the tools to implement electromobility actions.
10 May 2022, Montevideo, Uruguay - The transport sector in Uruguay is the main consumer of fossil fuels and the main cause of Greenhouse Gas (GHG) emissions. In its energy transition process, it is important to integrate actions that promote the use of clean energy in transport.
Therefore, in the framework of the preparation of the National Policy for Sustainable Urban Mobility (NUMP), the government of Uruguay presented the Guide for Electric Urban Mobility in Uruguay.
This document will serve as practical guidance for decision making and the definition of electromobility projects, in both sub-national governments and in the private sector, and it will be able to show alternatives for the promotion of this type of transport.
"This guide is intended for departments to use as an input and include electromobility in the design of their mobility and urban planning policies", said Fitzgerald Cantero Piali, National Director of Energy of the Ministry of Industry, Energy and Mining.
To achieve this purpose, the Guide systematises the state of the art of urban electric mobility for freight and passenger transport, together with recommendations for adequate promotion and implementation by local governments and relevant stakeholders in Uruguay.
Its launch is framed as one of the instruments applicable to cities, companies and civil society that will support the implementation of the Uruguay NUMP, developed in the framework of the EUROCLIMA+ programme with technical support from GIZ.
"For the European Union, the issue of electric mobility is very important. We are interested in sustainable mobility and it is aligned with the themes of the European Green Pact", commented Marta Ramírez, EU Delegate in Uruguay.
Contents of the Guide
The Guide for Electric Urban Mobility in Uruguay provides departmental governments with everything they need to promote sustainable urban mobility, including electric urban mobility, as well as build capacity at the national level and among all stakeholders.

For this, multiple topics are addressed to achieve a comprehensive coverage of electric mobility in the country: a state of the art of the current situation of electromobility, recommendations and case studies, as well as business models.
It is structured in eight chapters that summarise existing public policies on electric mobility in Uruguay. It then describes how local governments can promote EM in their territories, and then discusses experiences and technical and economic aspects for the different modes of urban mobility for passengers and freight.
Subsequently, relevant aspects for electromobility such as charging infrastructure and battery management are presented. Finally, in chapter 8, business models, innovations and cases of interest for the implementation of electric urban mobility are compiled..
As a complement to the Guide, it also offers an analysis tool for Total Cost of Ownership (TCO) to be assessed by initiatives with an interest in electromobility and to analyse their cost-effectiveness.
The Uruguay NUMP
As part of the EUROCLIMA+ programme, the government of Uruguay is developing its National Sustainable Urban Mobility Policy (NUMP). To this end, it has convened an inter-ministerial group made up of: Ministries of Industry, Energy and Mining (MIEM); Environment (MA); Housing and Territorial Planning (MVOT); Economy and Finance (MEF); and Transport and Public Works (MTOP); as well as the Planning and Budget Office (OPP).
The Uruguay NUMP project aims to strengthen capacities in sustainable urban mobility planning and lay the foundations for the promotion of electric urban electromobility, including the development of technical, regulatory and financial instruments.
For this purpose, two applicable instruments for cities were developed: The Planning Guide for Sustainable Urban Mobility in Uruguay and the present Electromobility Guide.
Currently, there are favourable conditions for electric mobility in Uruguay: 98% of the Uruguayan energy grid is renewable, there are 55 electric taxis in Montevideo and the first electric road in Latin America with 50 charging stations throughout the country.
