Representatives from different levels of government developed project proposals to receive climate financing,
The learning cycle "Formulation of bankable climate projects for sustainable mobility", an initiative of the German Society for International Cooperation (GIZ) GmbH and the Latin American Centre for Competitiveness and Sustainable Development (CLACDS) of the INCAE Business School, within the framework of the EUROCLIMA+ programme, financed by the European Union, was concluded on 12 July.
During the training, representatives from 21 different levels of government - national, regional and municipal - participated in 29 sessions in which they have proposed to develop sustainable mobility projects that contribute to the fulfilment of the Nationally Determined Contributions (NDCs) from the transport sector.
The sessions were divided into three phases, the first introductory and dedicated to the understanding of international climate agreements and general concepts on financing, the second phase called "Project Justification" deepened this knowledge and addressed the development of projects from the understanding of the principles of climate rationality and the application of methods of theory of change, analysis of economic and institutional feasibility and construction of monitoring indicators.
In the third and final phase, "Project Organisation", participants focused entirely on improving projects through stages dedicated to detailing the management of financing, the building of public-private partnerships and the construction of sales pitches. To support this process, sales pitch sessions were held to simulate the presentation of projects to potential financiers, where in five minutes the project leaders were able to present their projects and give details about the projects' characteristics, investments and impacts.
Among the projects, we highlight the proposal of low-emission public transport projects dedicated to the prioritisation, electrification of the fleet and construction of charging infrastructure, as well as projects aimed at improving infrastructure for pedestrians and cyclists through the implementation of complete streets, prioritisation of active transport and implementation of cycle paths and cycle lanes. In the end, eight projects reached the final stages of development:
- Acquisition of an electric fleet for the operation of public transport in the metropolitan area of Panama
- Improvement and extension of the passability on the central berms of the main avenues in Piura.
- Implementation of public car parks on roads in the historic centre of Trujillo
- Implementation of sustainable mobility projects and plans in Argentinean cities
- Design, construction and installation of bicycle lanes and complementary works in the district of Barranquilla
- Implementation of the first urban zone for better air (ZUMA) in Bogotá
- Electrification of an urban public transport line in Cuenca, Ecuador
- Road infrastructure improvements for 10 urban polycentres in the canton of Curridabat, San José, Costa Rica /
The progress stage of the projects that reached the end of the course provides a clear understanding of their objectives, contribution to the fulfilment of the NDCs, monitoring and evaluation indicators, institutionalisation, cost-benefit analysis (bankability), value of the required funding and proposed value.
As a result, in addition to the bankability of the projects developed, it is important to highlight the increase in technical capacity obtained by the institutions that participated in the course, which gained access to methodologies, knowledge and guidelines aimed at understanding the complex architecture of climate finance that makes it difficult for Latin American countries to access international resources to facilitate NDCs at the national level in actions to promote green, resilient and inclusive recovery, which can be used to achieve funding opportunities for these and projects and scaled up for other sectors.
The final projects of the course will be presented with institutions that provide international funding for climate action during the Transport an Climate Change Week (TCCW), which will take place from 9-13 May.
