In the project's closing mission, the city of Teresina defines its scaling-up strategy for the prototypes and implements tactical urban planning actions.
Teresina, 1 April 2022 - In the framework of the EUROCLIMA+ programme and with the support of the French Development Agency (AFD), the city of Teresina, together with the consulting firm SYSTRA-UNIFOR, carried out a closing mission of the pilot project “Mobility Observatory: Blockchain Technology to improve data management for citizen participation in Public Transport in Teresina, Brazil”.
The project was implemented between November 2020 and March 2022 and ultimately resulted in the development of three proof-of-concepts (prototypes) to improve the quality of Teresina's public transport through better data management and monitoring.
The main impacts of the project were the development of an open platform for the management of public transport indicators that will provide greater transparency to the system, a public transport route optimisation system that will help city technicians improve system planning and response, and an application that automates the system's fleet management processes.
The project included 3 phases: diagnosis of the transport system, open innovation challenge and development of the proof of concepts. The first phase aimed to identify the main problems of the city's public transport system through a participatory diagnosis, which included a specific diagnosis of the challenges faced by women in the system. Based on these results, the main challenges of Teresina's public transport system were prioritised: information management, indicators and real-time data, as well as regulatory, financial and operational aspects of the system.
The second phase was the #moveteresina Challenge, an open innovation process to develop relevant digital solutions that address the problems identified, and that can be replicated at the city scale. 120 people participated in the challenge, divided into 21 teams from all over Brazil. The methodology was based on two Design Thinking workshops with the accompaniment of 53 mentors with expertise in technology, innovation and mobility. At the end of the challenge, 3 solutions were selected to move on to the last and third phase: the development of their proofs of concept.
“Three projects were chosen, among the more than 15 teams that participated in the 'Open Innovation' process, where the teams demonstrated the possible solutions adopted according to the diagnosis. The chosen teams are aligned with proposals that aim to solve recurring problems using technology in a simple and practical way. The participants received specialised support, training and financial support for the development of prototypes of these technological solutions", explained Cíntia Bartz, coordinator of Agenda 2030, linked to Teresina's Planning Secretariat.
The first solution from the Jaegers team used data intelligence to provide public managers with valuable information on the quality of public transport service through an interactive dashboard and a transparency observatory. The second team, Prontuário do Busão, created a digital solution, based on the collection of data from an App-based system, that helps reduce maintenance costs, increase fleet efficiency and prevent vehicle accidents or breakdowns. The third team selected, OpTIME, created a route planning system for public transport that considers the population and traffic variables of the city of Teresina in order to suggest new routes, intelligent use of cars, serving efficiently and equitably.
As part of the project closure, a strategy for scaling up the prototypes to city scale has been developed. In this phase, the results of the proof-of-concept phase are analysed and suggestions are made for the city-wide implementation of the solution. In parallel and inspired by the success of the #moveteresina participatory challenge, the city implemented two tactical urbanism actions in two public spaces in the city, which aimed to communicate about the project, share the city's key transport data and raise awareness about the challenges of climate change.
