The municipality received technical assistance to support the implementation of best practices for more sustainable freight transport.
25 February 2022, Arequipa, Peru.- According to Peru's 2016 National Greenhouse Gas Inventory, the transport sector accounts for more than 10% of the country's total emissions, with 90% corresponding to emissions from the freight transport sector. In the city of Arequipa, the distribution of goods is carried out with an old, unprofessionalised and constantly growing fleet, a problem common to other cities in the region and the world.
The complexity of governance for urban development in Arequipa means that these and other problems result in high levels of road insecurity and poor environmental quality due to the presence of local pollutants and high GHG emissions.
Therefore, as part of the support offered by the Sustainable Urban Mobility Platform in Latin America of the EUROCLIMA+ Programme in collaboration with Sustentar Association and the Transport Working Group of the LEDS LAC platform, technical assistance was provided to the Provincial Municipality of Arequipa to support the implementation of best practices and policies for a more sustainable, competitive and safe transport, encouraging the involvement of stakeholders.

What is the proposal for improvement?
The Guide to Best Practices for an Efficient Urban Distribution aims to promote low-emission urban freight distribution by encouraging the implementation of best practices and technologies in energy efficiency in order to achieve improved operations management and fuel savings.
This guide is aimed at transport operators, freight providers, users and decision-makers in government agencies, providing them with different tools that will serve as general guidance and support for city planning, activities and the provision of urban freight transport services in a more sustainable way.
The guide presents energy efficiency as a solution that can be implemented in the short term to address the energy transition of the sector, detailing its benefits and complexities in the context of Arequipa. It includes alternatives for efficient management of urban freight transport, such as:
- Selection of suitable vehicles and improvements to existing vehicles.
- Improvement in terms of efficiency and operational management through fuel management and generation of indicators for monitoring energy consumption, efficient driving techniques, load distribution and proper maintenance.
- Public-private management strategies for urban logistics, in relation to the planning and implementation of the projects being carried out in Arequipa.
In a complementary manner, a series of recommendations for the promotion of joint public-private action in the city's logistics were prepared. These recommendations seek to foster cooperation between the private and public sectors in order to generate synergies, detect needs and problems specific to each actor, articulate solutions, and generate participation and involvement. It includes advice on which actors to involve, how to structure the work to be done and define responsibilities, what are the keys to stakeholder involvement and what different activities are available to carry out such work.
What will be the impact?
Best practices contribute to the professionalisation and efficiency of the fleet, reducing fuel consumption, operating costs, pollutant emissions and road risks.
The involvement of key stakeholders is fundamental for generating continuous and consensual progress with measures useful for the city.
