Under the EUROCLIMA+ framework, this guide will strengthen local technical capacities for implementing sustainable mobility actions.
14 September 2021, Montevideo, Uruguay.- Today the presentation and launch of the Guide for sustainable urban mobility planning in Uruguay was held, an instrument that provides technicians of Uruguay's departmental governments with tools for the planning and implementation of sustainable mobility strategies in their cities and territories, and promotes a comprehensive planning of urban development and mobility.
The Guide was prepared by REDES Planning and Public Policy as one of the technical instruments that make up Uruguay’s National Urban Mobility Policy (NUMP Uruguay), a project of the EUROCLIMA+ programme that aims to strengthen capacities at national and departmental levels in sustainable urban mobility planning.

Moreover, the document also arises due to the interest of the National Directorate of Territorial Planning to strengthen the mobility issue in the territorial planning guides provided to departmental governments in the framework of the MOVÉS project, financed by the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP).
The event was attended by representatives of the EUROCLIMA+ programme through the implementing agency GIZ, the MOVÉS project, REDES Planning and Public Policy, as well as the Ministries of Environment (MA), Economy and Finance (MEF), Industry, Energy and Mining (MIEM), Transport and Public Works (MTOP), and Housing and Land Management (MVOT).
"This document gives us a great inspiration to continue mobilising Civil Society so that this urban transformation happens" said Norbertino Suárez, National Director of Territorial Planning.
During the presentation event, the process of preparing the Guide was shared, the general principles of sustainable mobility developed in the Guide were presented, the structure in which it is constituted, as well as the progress of the NUMP Uruguay project that is carried out in the framework of EUROCLIMA+.
Content of the Guide
The NUMP Uruguay project supports the development of technical instruments to facilitate the implementation of sustainable urban mobility measures in Uruguayan cities, while sub-national governments are responsible for the implementation of such actions.
In this regard, the Guide for sustainable urban mobility planning in Uruguay is divided into four parts that provide the elementary criteria for planning and implementing sustainable mobility strategies at the local level.
- General concepts of sustainable urban mobility: It sets out a series of concepts and principles related to sustainable mobility as the new mobility paradigm Avoid-Change-Improve, and details the context of mobility in Uruguay, such as regulatory and institutional frameworks, status of the current situation.
- Planning process: Addresses the planning process, its stages and components.
- Sustainable urban mobility measures: Presents a comprehensive set of measures for sustainable urban mobility, with guidelines, recommendations for their planning, design and implementation, examples of best practices and sources of technical references for further elaboration on each issue.
- Design criteria: Contains principles and design criteria for urban mobility and infrastructure design for sustainable urban mobility.
Impact of the Guide
Transforming urban mobility to more sustainable forms has the potential to improve the quality of life for a large number of people and in turn have a significant impact on the reduction of Greenhouse Gas Emissions (GHG).
In Uruguay, about 95% of people live in urban areas and transport is the largest CO2 emitter within the energy sector, representing about 60% of total emissions in that sector.
Therefore, climate change mitigation actions are urgently needed. In this sense, instruments to consolidate a transformation of urban mobility towards a more sustainable one are relevant for Uruguay and its Paris Agreement climate commitments.
It should be added that this is not just a global need, it is also relevant at the local level. Sustainable urban mobility contributes to reducing pollution, accidents, congestion and noise, which guarantees better living conditions for people and recovers the value of the city and public space, currently ceded to private vehicle infrastructure.
As part of the series of technical, regulatory and financial tools that will make up Uruguay's National Urban Mobility Policy, this guide will be shared with the country's departmental governments to implement actions in Uruguayan cities and thus achieve the medium (2030) and long-term (2050) objectives and visions of consolidating mobility centred on people's wellbeing.
