With the assistance of EUROCLIMA+ and the AFD, the Mexican city will be equipped with cycling infrastructure to promote the sustainable intermodality.
15 July 2021, Puebla, Mexico.-- In the framework of the EUROCLIMA+ programme, financed by the European Union, the city of Puebla, Mexico, with support from the French Development Agency (AFD), awarded the study and development of the executive project for the mass bicycle parking and cycling infrastructure corridor for sustainable intermodality in the city to the company SERRANO INGENIEROS DE PUEBLA, S.A. de C.V.
The activities to be developed under the framework of the preparation phase consist of the development of the studies needed to prepare a plan for the implementation of a mass bicycle parking and cycling infrastructure corridor at the Margaritas Terminal, and thus promote sustainable intermodality.
“We are in the first part of what is the executive project. It is due to be delivered in September, in coordination with the EUROCLIMA+ programme and the French Development Agency. The project consists of the largest bicycle car park in Mexico, in art of the RUTA system, which will generate intermodality," said Eduardo Covián, Puebla's Secretary of Mobility.
This includes a diagnosis and analysis of the area where the infrastructure will be implemented, a communication plan and participatory process with the inclusion of a gender perspective, an implementation plan for mass bicycle parking and a monitoring, review and verification (MRV) plan, with an assessment of impacts such as GHG emissions reduction, environmental, social, mobility and technical impacts, among others.
The study and development of the executive project is expected to be completed 5 months after the signing of the agreement with the consulting firm. Subsequently, the implementation and construction phase of the cycling infrastructure will start. This is carried out within the framework of the "Pilot project for the integration of cycling into the Puebla Bus Rapid Transport System”, which is part of the Urban Mobility sector of EUROCLIMA+ with a total amount of 500,000 euros.
The project is implemented by the French Development Agency (AFD) and aims to facilitate the conditions for users of the Bus Rapid Transit (BRT) system to combine the use of the BRT service with cycling, as well as to generate incentives for choosing travel by modes other than private vehicles.
The award procedure was carried out through a national public tender published in March. The results were published in April, which initiated the process of signing the agreement and the first activities of the consultancy.
In 2018, the Mexican city of Puebla was selected as one of the beneficiaries to receive technical and financial support in one of the 19 projects that make up the EUROCLIMA+ Urban Mobility sector. The official signing of the agreement took place in October 2019.
