Mexico and Brazil align to improve the resilience of local communities.

Increasing local resilience through the integration of the Ecosystem-based Adaptation (EBA) approach, with a gender focus in priority municipalities of Mexico and Brazil, is the main objective of the project " Articulating global agendas from the local level: Ecosystem-based Adaptation as a catalyst for municipal actions to achieve global goals ", which is one of the eight projects of the Forest, Biodiversity and Ecosystems (BBE) component of the EUROCLIMA+ Program, funded by the European Union.
Mexico and Brazil included adaptation within their Nationally Determined Contributions (NDC) as a central component in their policies and measures to reduce the vulnerability of their population, productive sectors and ecosystems, against the effects of climate change. Within this framework, Pronatura in Mexico and the Associação Nacional de Órgãos Municipais de Meio Ambiente - ANAMMA in Brazil, find an opportunity to work together on an innovative initiative of its kind with a view of improving the resilience of local communities in Mexico (in the municipalities of Xochimilco in Mexico City, Huejotzingo in Puebla and Armería in Colima) and Brazil (in the municipalities of Foz do Iguazú and Céu Azul in Paraná, and Porto Seguro and Santa Cruz Cabrália in Bahia).
From April 10th to 12th, representatives of the implementing agencies of the BBE component, Expertise France and GIZ, as well as the Delegation of the European Union in Mexico, met with representatives of the French Development Agency (AFD, for its acronym in French), authorities of the Secretariat of Environment and Natural Resources of Mexico (SEMARNAT, for its acronym in Spanish), the National Commission of Natural Protected Areas (CONANP, for its acronym in Spanish), the National Institute of Ecology and Climate Change (INECC, for its acronym in Spanish), and representatives of the Mayor's Office of Xochimilco, to identify opportunities and synergies. In addition, a field visit to the pilot site of Xochimilco was organized with the objective of socializing the project with key actors.
During this mission, the project was formally presented to the Minister Norma Munguía ( liaison person in Mexico) in conjunction with the Delegation of the European Union in the country.
"This project, within the framework of EUROCLIMA+, contributes to the strengthening of public policies at the local level on the issue of climate change, which are aligned with the global agendas promoted by the European Union," said María Buzdugan, climate change, energy and transport advisor, Delegation of the European Union in Mexico.
"The project Articulating global agendas from the local level promotes sharing good practices among peers, fosters dialogue and South-South cooperation, and will allow to replicate the incorporation of the EbA approach for the most vulnerable through pilot experiences in 7 communities in both countries" affirmed Alejandra Tenorio Peña, coordinator of the project in Mexico.
The direct beneficiaries of the project will be municipal governments and their officials, as well as representatives of each municipality. The population of the local communities and vulnerable groups identified will also be direct beneficiaries of the project and will participate in the implementation of EbA measures that are defined in each strategy and implemented later.

Since its creation in 1988, it has aimed to strengthen the Municipal Environmental Systems for the implementation of environmental policies that preserve natural resources and improve the quality of life of citizens.
