OBJETIVE

Contributed to environmentally resilient and sustainable development in the face of adverse climatic events in the Gran Chaco Americano, in order to improve the living conditions of indigenous and Creole populations.

The project’s action area includes the Gran Chaco with its different ecosystems, such as Sand Dunes, Marshland, Wet Chaco and Dry Chaco. Some endemic species of the region are the quebracho and carob tree. It is characterized by its high biodiversity, harboring 400 species of birds, 18 of which are only found in this region.

FIRST RESULTS

In both countries, a study was carried out on Forests, Water Management and Land Use. There is information and analysis available on forest policies, threats and possible solutions. In addition, training, discussion and exchange cycles were developed to strengthen multifunctionality actions in the Gran Chaco.

In Argentina, studies were carried as Vulnerability Analyses, GHG Inventory and Local Climate Action Plans were designed in 7 municipalities: Villa Tulumba (Córdoba), Las Breñas (Chaco), Patquia and Olta (La Rioja) and El Mojón, San José del Boquerón and Villa Matoque (Santiago del Estero). Pilot projects were designed and implemented with the organizations in the territories. In Paraguay, existing local adaptation plans were analyzed and solution actions were planned in 4 municipalities: Filadelfia, Loma Plata, Teniente Manuel Irala Fernández and Mariscal.

In Argentina, a new tool for collective management of climate change solutions was developed: the Local Climate Action Boards and a proposal for an Interlocal Climate Action Board. IICA also coordinated with the Argentine Network of Municipalities to Address Climate Change. In Paraguay, work was carried out mainly in the Municipality of Filadelfia in a process of exchanging ideas, criteria and proposals on the Urban Land Use Plan.

EXCHANGE BETWEEN COUNTRIES

In Paraguay and Argentina, there is cooperation with local governments to strengthen the planning and management technical abilities of municipalities, in the face of climate change and COVID-19, from an online learning platform and from online meetings: https://www.accionclimaticaparticipativa.org/

Argentina shared lessons learned on innovation and risk management, water and sanitation in the face of droughts in rural localities of the Chaco Seco, which are being replicated in Paraguay. Paraguay is developing municipal plans for adaptation to climate change with a multisectoral approach, adaptable to the socio-environmental reality of the Argentine Chaco.
