Costa Rica and Peru unite for the water in their forests

Meeting of participants in projects funded by the European Union with representatives of several EUROCLIMA+ implementing agencies

February 14, 2019, San José, Costa Rica. Improving the supply of water in semi-arid zones of tropical dry forest in Costa Rica and protecting and restoring watersheds through payment for ecosystem services and water fees, is the main objective of one of the projects the European Union will be financing in 2019.

Murielle Gurtner, coordinator of the Forests, Biodiversity and Ecosystems component of the EUROCLIMA+ programme, pointed out that the project entitled Harvesting rainwater and water services canon and recognition of payment for environmental services, under the South-South Cooperation framework will be implemented by the Association for Integral Research and Development (AIDER), in Peru and co-implemented by the  National Forest Financing Fund (FONAFIFO) in Costa Rica.

According to Gurtner, this South-South cooperation project aims to improve the resilience of the populations in regions of both countries to the effects of climate change, transferring the experience of Ayacucho (Peru) on harvesting water, adapted to the semiarid dry forest zones in Costa Rica and the Chira – Piura basin in Peru. It will also develop a water canon and an ecosystem services payment mechanism based on the experience of Costa Rica, to serve as financing instruments to conserve and manage water resources in the Chira–Piura and Cachi–Ayacucho river basins, in Peru.

In order to continue developing synergies with other related projects, officials of Expertise France, GIZ and the Agency for International Development Cooperation (AECID), three of the EUROCLIMA+ implementing agencies, met with representatives of the European Union Delegation and the Ministry of Environment in Costa Rica on February 14.

During this meeting, the Ambassador of the European Union in Costa Rica, Mr. Pelayo Castro, commented: “... with this action we extended our South-South environmental cooperation with Costa Rica and Peru, adding to the improvement of the water supply in arid zones. This effort is one more example of the joint work carried out by the European Union with Latin America to promote sustainable environmental development. This project is one more step to promote the environmental strategy of Costa Rica.”

The meeting included the participation of representatives of the Climate Change Directorate of the Ministry of Environment of Costa Rica, the Ministry of National Planning and Economic Policy (MIDEPLAN), the Association for Integral Research and Development (AIDER), the National Forest Financing Fund (FONAFIFO), the Coordinating Association of Indigenous and Community Agroforestry in Central America (ACICAFOC) and the Loma Larga Agrotourism Association.
