Establish a city model based on the planning of sustainable urban mobility for the 21 district municipalities of the metropolis, promoting sustainable modal forms of travel, changing the behaviour of citizens to improve the quality of life, ensuring universal accessibility to public transport and promoting the use of new technologies that reduce travel times, incidence of accidents and GHG emissions

- The quality of the public transport service, which the user perceives as being of low quality and unsafe
- Transport units are poorly maintained and over 20 years old
