EUROCLIMA+ raises the state of the art of Action for Climate Empowerment in the plans and policies of eight countries in the Region.

Madrid, March 24th - The collection of Thematic Studies of EUROCLIMA+ incorporates a new work focused on Action for Climate Empowerment. The aim of this collection is to publish analyses and technical documents that gather the knowledge and conclusions the programme is generating in its implementation, so that they can be useful for the approach of climate policies and plans in the region.

This new study presents the state of the art in the design and implementation of climate plans and policies aimed at complying with Article 12 of the Paris Agreement, in eight countries of the region: Chile, Uruguay, Ecuador, Peru, Costa Rica, Cuba and the Dominican Republic. It also includes experiences developed by different international organisations in these countries.

Action for Climate Empowerment (ACE) is the agreed name for Article 6 of the United Nations Framework Convention on Climate Change, reflected in Article 12 of the Paris Agreement, and which includes six interdependent and interrelated dimensions: education, training, public awareness, public participation, public access to information and international cooperation.

This work provides a detailed view of the actions that are being developed in some countries of the region, for each of the six dimensions of the ACE, and it aims to serve as a starting point for the joint development of public policies that guarantee the incorporation of ACE into their national NDCs.

The content of the Study has served as the basis for a contribution to the UNFCCC for the development of the Doha Work Programme, following the call for submissions in February 2020. The Doha Work Programme is the UNFCCC's existing instrument for the development of Article 6, and its mandate is to: designate and provide technical and financial support to national focal points; integrate ACE activities into existing climate change programmes and strategies; prepare a national strategy for Action for Climate Empowerment; develop communication strategies; engage all stakeholders in the implementation of Action for Climate Empowerment; and prepare a chapter on Action for Climate Empowerment in national communications.

As the authors point out:

"ACE could thus constitute a strategy clearly oriented to enable changes in the relationship with the environment, in the means of production, in the economy, in the use of energy and, in short, in the transformation and sustainability of life on this changing, finite, and resource-poor planet."

The study has been carried out under the framework of the action line “Action for Climate Empowerment” that the EUROCLIMA+ programme is developing in the 18 countries of the Latin American Region. It was prepared by Yayo Herrero and Gloria Arredondo, under the coordination of the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), for the EUROCLIMA+ Programme.
